You start by selecting your location. Then you input the locations of the attendees. Under the map it will layout a simple diagram of local time for each attendee. Now you can visually select the best time to start your online event.
If you like you can also send out invitations to participants using their service. You can easily use this in conjunction with the Free Conference Calls tool.
